Life Safety

Life Safety at the Building:

  • The building is equipped with a sophisticated life safety program which includes a modern fire protection sprinkler system, fire detection and alarm system, a smoke evacuation system, and an emergency control station with computerized monitoring of the entire building.
  • All life safety systems are connected to an emergency generator in case the building was to lose power during an incident.

One State Street offers many superb fire safety features that, in combination, provide excellent fire protection. These can be placed into four (4) categories:

  • Prevention
  • Detection
  • Evacuation
  • Control

Prevention:

  • Fire resistant construction materials were used as follows:
  • Fire proofed structural steel
  • Granite, glass, and metal exterior walls
  • Flame retardant gypsum board with metal studs for interior partitions
  • Carpet that meets all NFPA and city code standards
  • Concrete over metal deck floors
  • Two-hours rated stairwells
  • All building mechanical and electrical functions are located in separate closets rooms on each floor. For instance, there are separate areas for HVAC, electrical, telephone and cleaning

Detection:

  • Smoke detectors are installed in several locations on each floor, such as elevator lobbies and mechanical rooms. All are connected to the Notifier System (described below).
  • There are two fire alarm pull stations on each floor located next to stairwell doors.
  • Each is equipped with an emergency floor jack for Fire Department communication.
  • The Notifier fire alarm system will automatically call the Hartford Fire Department upon initiation of any alarm.

IF YOU SEE FIRE, SMOKE OR SMELL SOMETHING BURNING

  • Immediately call the Fire Department at 911 and/or activate the fire alarm pull station.
  • Call Property Management at (860) 525-8060.
  • Isolate the fire, if possible, by closing the door.
  • Contact the Fire Warden(s) on the floor with the fire and give the location and severity of the fire.
  • If directed to evacuate by the fire department or the Property Management Office, or if unsafe conditions warrant leaving the floor, evacuate DOWN to the next re-entry floor by using the fire exit stairs... never use the elevator!

IF YOU YOU THINK YOU SMELL SMOKE:

  • Immediately call Property Management at (860) 525-8060.
  • Contact the Fire Captain(s) on the floor with the odor and give the location and characteristic of the odor.

IF YOU HEAR THE FIRE ALARM

  • Direct all occupants on the floor in alarm to the fire exit stairs and await further instructions.

Fire Evacuation Plan / Fire After Working Hours

IF YOU SEE FIRE, SMELL SMOKE OR HEAR A FIRE ALARM:

  • Immediately call the Fire Department at 911 and/or activate the fire alarm pull station.
  • Call Property Management at (860) 525-8060.
  • Isolate the fire, if possible, by closing the door.
  • If directed to evacuate by the fire department or the Property Management Office, or if unsafe conditions warrant leaving the floor, evacuate DOWN to the next re-entry floor by using the fire exit stairs...never use the elevator!

Fire Evacuation

  • Fire alarm horns and speakers are located in several areas of each floor, the main Lobby, and Garage. These are used to announce the emergency via the alarm and can be used as a paging system to communicate verbal instructions.
  • The building contains two evacuation stairwells that extend the entire length of the tower. The stairwells are capable of withstanding a fire for two hours. This enables persons on higher floors to safely descend through a fire floor. They are equipped with Fire Warden phones every five floors. The Level 5 Cafeteria has two additional stairwells. The Garage also has two stairwells dedicated to this use.
  • Fire Warden telephones are installed in all tenanted floor freight elevator vestibules and every five floors in the stairwells (Level 5, 10, 15, 20). These may be used to report directly to the Fire Command Center or Security Desk. Please restrict their use to communicate emergency information.
  • Emergency speakers are installed within the stairwells enabling evacuees to be apprised of any information relevant to the emergency.
  • Stairwell doors employ electric lock sets which automatically release when an alarm sounds or a sprinkler discharges. This will allow you to enter your refuge floor or to switch stairwells on any floor should that be necessary.
  • Each stairwell contains stairwell pressurization fans, which will create a positive pressure preventing smoke from entering stairwells and hindering evacuation. These fans are turned on whenever an alarm is initiated.
  • Whenever an alarm is initiated from an elevator Lobby smoke detector, all elevators serving the affected floors will recall to Level three (3). This is to provide access for the Fire Department to the affected floors.
  • Notifier - The keystone of the building fire protection system is a multi-zone fire monitoring and notification panel made by Notifier. In addition to controlling all fire alarms, smoke detectors, pull-stations, etc., it will alert the building staff to any smoke alarm or sprinkler discharge and indicate its location. It will also initiate smoke exhaust from the affected floor, turn on stairwell pressurization fans, and will cause the electric locks to release on the stairwell doors. The Fire Chief will use the public address feature of the system to speak to all or selected floors and to initiate or control full or partial evacuations. This is an invaluable aid to both the Fire Department and Property Management.
